This one-day symposium is designed to enhance coordination and response among law enforcement, fire services, and EMS when addressing incidents involving suspects who use fire as a weapon. Through four targeted debriefs, participants will gain practical insights, share best practices, and develop effective strategies for responding.

Debriefings

1) Charlotte, North Carolina Police Assist Company program to combat Fire as a Weapon and other active violence

2) Portland Police Bureau Civil Unrest Rapid Response Team and other strategies to address Fire as a Weapon during civil unrest

3) Honolulu Police Department, Hawaii- Two officers were shot and killed on January 19, 2020, while responding to a disturbance and suspected stabbing. The suspect also set a fire to several homes during the incident.

4) Jim Etzin-Resolving Burning Barricades: When the Structure Catches Fire

Special Weapons and Tactics (SWAT) teams are deservedly known not only for being highly trained and specially equipped but also adaptable and resourceful in highly dynamic situations. However, when a structure fire occurs during a critical incident, it adds a layer of complexity that most SWAT teams are ill-prepared for, leading to operational delays that make mission success that much more difficult. To address such circumstances, this presentation will describe the extraordinary resources available to fire service personnel, apparatus, and equipment in training and tactical environments, and how they can be safely and efficiently utilized to mitigate a variety of unconventional challenges.
