Lt. Ian Carver’s law enforcement career has spanned over 27 years, having started his career in the Field Operations bureau of the Santa Cruz County Sheriff’s Office, serving as an FTO, street level narcotics investigations, and as a member of the SWAT Team.
In 2002, Lt. Carver transferred to the Sacramento Sheriff’s Office, and held assignments corrections, patrol, and in the Special Operations Division for 17 years. Lt. Carver held positions as a K9 handler for 6 years, and as a member of the Special Enforcement Detail (SED - full-time SWAT), as a deputy, as a Sergeant/Team Leader, and as a lieutenant/Tactical Commander.
While assigned to SED, Lt. Carver oversaw a cadre of tactical personnel, aided in coordinating and instructing departmental training, and supervised an average of 140 tactical events per year, while utilizing knowledge and tactics from gained from numerous incidents, outside agencies, and time spent in the Middle East training with Israeli counter-terrorism units.
Lt. Carver promoted to Lieutenant in in 2020 and held Watch Commander positions in corrections and patrol, as well as working as the Tactical Commander for SED, where he aided in revising departmental policies in regard to tactical events and critical incidents, as well as aided in the drafting and adoption of the current AB481 policy for the Sacramento Sheriff’ Office.
Lt. Carver finalized his career after accepting a position as the Operations Commander for the contract City of Rancho Cordova and SSO East Division. Lt. Carver was responsible for overseeing and implementing training and program enhancements within the division, as well as budgetary oversight and the allocation of funding for the division’s combined 120 city and county personnel.
Lt. Carver has been the recipient of two Silver Stars, five Major Incident awards, two Lifesaving medals, and two Unit Citations during his time in K9 and SED, for various operations and critical incidents. Lt. Carver was a proctor and an instructor for the 80-hour SSO SWAT School, K9 related courses, and an in-house instructor for Critical Incident Management and Critical Incident Debriefs for SSO.
Lt. Carver holds BS in Criminal Justice, and currently teaches for the California Association of Tactical Officers (CATO), conducting SWAT Team Review’s and Analyses, in addition to teaching courses on Tactical Leadership and Critical Incident Management.
Now retired, Lt. Carver formerly owned a large strength and conditioning facility for 14 years, and continues to coach athletes, as well as spends his free time training BJJ, cycling, involved in photography, being outdoors or in the ocean, and travelling with his wife of 25 years and their two sons, who are 17 and 20 years of age!
