VTC started in 2019 by a retired LASD SEB deputy in order to meet the specialty training needs for tactical ropes and open air/mountain manhunts.

In conjunction with CATO in 2018  the CATO Tactical Ropes program was developed, the 2 courses are called Tactical Rope Access and Ropemaster. Other courses VTC offers includes Urban Escape when above the first floor or on a roof, Building Climbing and Elevators, and customized agency specific training. 

The Small Team Rural Tactics program focuses on fundamentals to include:                  wilderness preparation, land navigation, team tactics and team leadership, TCCC and Casualty Evacuation, manhunt operations at night on NVGS and mission planning. There are courses offered varying in length and complexity from 1 day to 2 weeks and appropriate for patrol, detectives and SWAT.
