Tactical Operations Legal Update

This course is designed to address legal issues specifically for tactical teams or specialized units. The class will address a number of contemporary issues such as Penal Code § 835a, Senate Bill 230 and its effects on tactical operations, recent case law, current legal trends, and debrief of recently adjudicated cases to include lessons learned relevant to law enforcement officers and tactical operations. No tactical equipment is required for this course.

COURSE INSTRUCTOR: Kayleigh Andersen is a Partner in the Los Angeles office of Manning Kass.  She is a member of the Governmental Entity Liability team. As an attorney, she has years of experience representing government entities and members of law enforcement, including several SWAT teams in Southern California, in both state and federal court. Ms. Andersen has extensive experience dealing with high-profile cases, including allegations of wrongful death, excessive force, dangerous condition of public property, medical malpractice, as well as a variety of other matters on behalf of public entities and their employees. Ms. Andersen graduated with honors from the University of California, Los Angeles. Ms. Andersen went on to receive her Juris Doctor from the University of Southern California Gould School of Law. In addition to her work in civil litigation, she interned with both the Los Angeles County District Attorney’s office and the San Diego County District Attorney’s office. Ms. Andersen is a member of the California State Bar and is also admitted to the Bar of the United States District Court for the Central District of California and the Eastern District of California.
